Scientific Management progression in HR

HR Administration and Human Relations are the things talked about and written about whenever the management of worker and work is being discussed. They are the things the HR Department concerns itself with. But they are not the concepts that underlie the actual management of worker and work in industry. This concept is Scientific Management. Scientific management focuses on the work. Its core is the organized study of work, the analysis of work into its simplest elements and the systematic improvement of the worker’s performance of each of these elements. Scientific Management has both basic concepts and easily applicable tools and techniques. And it has no difficulty proving the contribution it makes; its results in the form of higher output are visible and readily measurable.

Indeed Scientific Management is all but a systematic philosophy of worker and work. Altogether it may well be the most powerful as well as the most lasting contribution America has made to Western thought since the Federalists Papers. As long as industrial society endures, we shall never lose again the insights that human work can be studied systematically, can be analyzed, can be improved by work on its elementary parts.

Like all great insights, it was simplicity itself. People had worked for thousands of years. They had talked about improving work all that time. But few people had ever looked at human work systematically until Frederick W Taylor to do so around 1885. Work was taken for granted; and it is an axiom that one never sees what one takes for granted. Scientific Management was thus one of the great liberating, pioneering insights. Without it a real study of human beings at work would be impossible. Without it we could never, in managing worker ad work, go beyond good intentions, exhortations or the “speed up”. Although its conclusions have proved dubious, its basic insight is a necessary foundation for thought and work in the field.

It is one concept that has penetrated the entire world. It is practiced in India and in Soviet Union, in Argentina and in Sweden. The Germans have made pseudo-metaphysics out of it; they call it “rationalization.” The critics of America everywhere think that they are attacking the “real America if they attack Scientific Management”. When America started, after World War II, to give assistance to Western Europe’s attempt to improve productivity, they thought that is meant primarily the exportation of scientific management techniques. America preached that “productivity is an attitude” and stressed the importance of mass distribution, of capital investment, of research. But what they actually did was to send over industrial engineers equipped with Scientific Management tools and imbued with its philosophy. And where the European industrialist on the whole turned a deaf ear to their recommendations of mass distribution, capital investment or research, he took to Scientific Management techniques with alacrity. For, in common with the rest of the outside world, he had come to believe – though wrongly – that Scientific Management was the essence of America’s industrial achievement.

Yet, Scientific Management, too, has been stagnant for a long time. It is the oldest of our three approaches to the management of workers and work; it rose together with the new profession of engineering in the last decades of the nineteenth century. It also ran dry first. From 1890 to 1920 Scientific Management produced one brilliant new insight after the other and one creative new thinker after the other – Taylor, Fayol, Gantt, the Gilbreths. During the last thirty years, it has given little but pedestrian and wearisome tomes on the techniques specialties. But on the whole there have been oceans of paper but few, if any, new sights. There has been a great deal of refinement; yet the most mature and most cogent statement on Scientific management is still the testimony Taylor gave before a special Committees of the House of Representative in 1912.

Training and HR Technology--Retrain the Brain.

As aging baby boomers look to keep on working, producers of `brain fitness' software—aimed at improving memory and keeping the mind sharp—see an opportunity to pitch their products to employers.

Software tools to keep the brain fit are headed to the workplace.

The products have been making a splash in the consumer market in recent years as older Americans wrestle with memory loss and other cognitive declines. And now vendors of "brain fitness" software are beginning to see employers as another fertile market, especially given the desire of baby boomers to stay in the workforce for years to come.

A host of challenges face this nascent industry. They include doubts about the effectiveness of the software, concerns that exercises in front of a computer will bore people, and the prospect that employees in their 40s, 50s and 60s will feel stigmatized signing up for what could be considered brain rehab.

But advocates are confident the burgeoning field of brain health is far more than a fad, and companies are likely to see significant benefits in areas such as productivity and retention through the use of the new software tools.

Posit Science, a San Francisco-based firm, says several employers are testing its software this year. Posit Science's Brain Fitness Program has been shown to improve the memory of people 60 years or older by 10 years or more, and the company's CEO, Jeff Zimman, expects solid results in corporate trials as well. "This is going to be a hot area," he says.

The Players

The brain fitness arena has its roots in scientific findings during the past two decades that the brain is fundamentally "plastic"—capable of rewiring itself even late in life. That's good news, because experts also note that brain functioning begins to fall off as early as age 25. Among the key researchers in the field is Posit Science founder Michael Merzenich, a neuroscientist at the University of California, San Francisco who was recently featured in a PBS program on brain fitness.

To combat the dulling of the mind and stave off the horrifying effects of dementia, a host of vendors now tout brain training software programs, including Happy Neuron.com, CogniFit, Posit Science and Fit Brains. Video game company Nintendo also is a player with its Brain Age software.

The content of these programs varies. Happy Neuron.com, for example, offers games designed to work out five major brain functions: language, attention, memory, visual processing and "executive function," which includes logical reasoning. One of Happy Neuron's language games, "Split Words," asks users to match the parts of words divided into two or more sections, with the help of a general category for the session such as "gardening."

Fit Brains plans this month to introduce games for a range of cognitive functions. By the end of March, it intends to add games as well as other features such as brain fitness metrics.

Brain Age, built for the Nintendo DS mobile game device, runs users through activities such as solving math problems, playing sudoku puzzle games and reading literature aloud.

Posit Science, meanwhile, works to improve memory and train the brain on basic processing skills. In one activity, users are asked to listen to two tones played in rapid succession, then decide whether the second was higher or lower than the first.

Benefit Questioned.

The brain training software industry is new but promising. Brain Age and its sequel Brain Age 2 have together sold more than 14 million copies worldwide since 2005, says George Harrison, who was senior vice president of marketing at Nintendo of America before retiring from the company at the end of 2007. Nintendo's brain games are inspired by the work of Japanese neuroscientist Ryuta Kawashima, and they estimate the "age" of users' brains based on their performance. But the products are pitched primarily as fun, Harrison says. "We haven't done any scientific research to demonstrate any health claims," he says.

On the other end of the spectrum, Posit Science has had its software tested by researchers who have presented findings in scholarly journals and at conferences. In November, the company touted results of a study of 524 healthy adults 65 and older. Half of them completed up to 40 hours of the Posit Science program. The other half followed the advice that older people will benefit from new learning in different subject areas, and completed up to 40 hours of a computer-based educational training program on topics such as the history of Great Britain.

Those in the Posit Science group showed "significantly superior" gains in standardized, clinical measures of memory equal to roughly 10 years, the company said in a statement. The company also said participants in the Posit Science program showed significant gains in how they perceived their memory and cognitive abilities, such as remembering names and phone numbers or where they had left their keys, as well as communication abilities and feelings of self-confidence.

Even so, the degree to which software programs can slow the cognitive decline associated with aging has been questioned. Sandra Aamod, editor of the journal Nature Neuroscience, and Sam Wang, professor of molecular biology and neuroscience at Princeton University, offered a critical view of the products in a November New York Times opinion piece. A better bet, the authors argued, is physical exercise.

"So instead of spending money on computer games or puzzles to improve your brain's health, invest in a gym membership," the authors wrote. "Or just turn off the computer and go for a brisk walk."

Some advocates for computer brain fitness products say software training should be part of a broader range of brain health activities, including walking and swimming.

Paul Nussbaum, a neuropsychologist and chief scientific officer of Fit Brains, suggests a five-part program for brain health, with attention to socializing, physical activity, mental stimulation, nutrition and spirituality.

Targeting the workforce

Until now, companies haven't paid much attention to brain health, Nussbaum says. He notes the way corporate health fairs typically have tables set up for diabetes and bone density. "There's nothing at these health fairs focused on the brain," he says.

Corporate training departments also have ignored sharpening basic employee mental skills such as memory or language processing.

The graying of the workforce may change that. The number of U.S. workers 55 and older is projected to grow by 46.7 percent between 2006 and 2016, according to a December report from the Bureau of Labor Statistics. The rate of expansion in the number of those older workers is nearly 5.5 times the 8.5 percent growth projected for the labor force overall. People 55 and older are expected to make up 23 percent of the workforce in 2016, up from 17 percent in 2006 and 12 percent in 1996.

How to Hire the Perfect Intern

Interns can be valuable resources for all employers. Don’t think that aspiring college and graduate students only flock to large employers when they’re looking for experience. If you have a project or well defined task, there’s an intern out there eager to tackle the assignment and bring enthusiasm and energy to the role.

Hiring interns is also a great way to find future employees. Whether or not the intern returns full-time, they can spread the word on campus to potential employees that you provide a great place to work.

But before you call the nearest college campuses, identify the work that needs to be done and the skills candidates will need. Specific tasks and types of companies are best suited for these short-term assignments. Research, systems, and project-management departments, tasks involving organization, and companies in the start-up phase or doing product launches all create good intern opportunities.

Decide who will manage the intern. This should be someone who can devote the time and patience to someone with potentially limited work experience.

The assignment and requirements are the starting point. Now you can use those for finding schools, or departments within a school, for recruiting. College guides will be useful in locating programs with specific majors that suit your needs. Alumni in your workplace can also be a great connection to the schools they attended.

Local institutions may be a logical starting point, but don’t think you have to stop there. Students from your neighborhood may be pursuing the major best suited for your needs at a school hundreds of miles away. The human resources intern for you is studying right now at Cornell ILR! There are limited internship opportunities for that budding HR specialist in Ithaca, New York.

Some schools have internship offices; others will refer you to career placement departments or specific faculty members. If the student is at a local school they may be available throughout the year. If an internship will be a break from a regular campus routine, ask about semester calendars. Don’t overlook high schools that have magnet programs in areas such as business, finance or healthcare with students eager to perform routine tasks to get a taste of the real world.

Many employers pay interns and some do not. Ask about wages paid by other employers who hire interns. If you are not prepared to provide payment or will be paying lower wages, the school will be able to tell you if this will keep applicants away. Creative additions to compensation will be welcome by students. As a college student I earned lunch and subway fare during a part time summer research project for a non-profit.

Find out if the student will be earning credit for the work experience. You may be asked to complete evaluations or follow up with professors. If you are using college interns to fill in regular spots, beyond project work, don’t flout wage and hour regulations by expecting them to work for free.

With the success of one intern, you will be able to build on the program to include interns as an asset and important part of your company culture.

What interviewers look for?

The persons who interview candidates collectively are form the interview panel. Normally, the panel consists of three interviewers. However, there could be more than three. The logic given for interviewers in selection at B-schools may more or less applicable for executive jobs in business and industry as well.

The duration of an interview varies between five minutes and 45 minutes. However, the duration of an interview has no bearing on the final outcome; what matters is the quality of interaction that you have with the panel. Most interview panels comprise professors who work full time in case of B-school interviews and top managers from industry for business interviews.. Sometimes, the panel; of interviewers could also include a psychologist. Of late, some top B-schools are also including an alumnus/industry person to their interview panel.

Interviewers chiefly look for students who are suitable to pursue a management course at their institute and whether the have the potential to go on to become effective managers in the future. Candidates who have clear, breadth and depth of knowledge, and the ability to look at things in a balanced manner are sought. Interviewers also look at the moral and ethical value system of the individual concerned, and how the candidates will be able to contribute to the to the industry and the society at large.

Types of Questions asked in an interview:
The job of an interview panel is to determine whether you are a suitable candidate for a particular B-school. In this regard, they may put any questions under the sun to you and you are expected to answer such a question. On being asked personal questions, you are expected to answer in a mature manner, and not say. “This is a personal matter and I cannot answer this question”. You are not expected to give flippant answers to seemingly innocuous questions. Every questions is asked with a sense of purpose. Make sure that you answer with sincerity so as not jeopardize your selection prospects.

The questions that you could be asked in an interview fall under the following categories:
Questions related to your personal background
Questions related to your personality (strengths/weaknesses)
Subject / academic based questions
Questions on career planning
Questions on hobbies / extra curricular activities.
Questions on job profile ad other organization-related matters (for those with work experience)
Two important questions that are asked in most interviews at top B-schools are:
(a)Why do you want to do an MBA? (b)Tell us something about yourself.
The question at (b) is almost certain while recruiting business executives mostly in case of candidates with relevant experience.

Since such questions are more or less certainly, you should prepare for them well in advance, having a ready made answer to these kinds of questions will not help you as you could easily falter in the interview. What you would be better off doing is have broad reasons, which could form the basis for your responses in the interview. This would make your answer more natural rather than rote.

Most of the top B-schools ask a large number of questions on the subjects you have studied during your +2 and your graduation. These questions are essentially conceptual in nature. However, it is seen that students are unable to answers these questions successfully. By answering these questions correctly, you are sending out a message to the interview panel that you have taken the right amount of care to prepare thoroughly for the interview. Excuses such as “I studied this a long time ago,” will not be appreciated by the panel. You could be asked questions on career planning such as, where do you see yourself five years from now? You could also be asked questions on current affairs / general knowledge and the hobbies that you pursue. Answers to questions from these categories would be reflections of what you do in your leisure.

India's secret resource: Managerial skills

ONE of the best-kept secrets of India’s outstanding success in the IT area is the vital role of its management skills. Much has been written about the extraordinary technology talent of our human resource base, as also its magnitude. In fact, while we in India are acutely aware of the serious shortcomings in our education system, most people abroad are overawed by its sheer size and the growing reputation of institutions like the IITs. India’s globally pre-eminent position in IT off-shoring is generally attributed to the capabilities and motivation of its young software professionals, with low costs being only an additional or supplementary factor. Other success stories — from the Space and nuclear programmes to the Tata Nano — are also seen as the result of the country’s technological prowess. Yet, none of these could have been realised without exceptional managerial capability.

The little-publicised Indian Space programme has been phenomenally successful. The record of perfect launches of the work-horse PSLV launcher is the envy of other countries, as are India’s applications-orientated satellites. The design, production, testing and actual launch are all extremely complex tasks, involving dozens of companies, multiple locations, thousands of components and hundreds of technologists from a variety of disciplines. The organising and co-ordination of this is obviously no mean task, especially when it has to be done within specified — and tight — cost and time outlays. To do this within the framework of government rules and procedures requires organisational and management skills of the highest calibre.

The low-cost car from the Tata stable, the Nano, evoked great international interest about its design, materials and manufacturing. Its design and concept have already won much acclaim, even before its formal release. Yet, as much as the design, its success — even prior to hitting the road — is due to excellent management, which pulled together expertise and resources to create the unique automobile.

On a larger scale is the case of the Indian IT software and services industry. It has evolved from being merely cheaper to also being better (with its emphasis on complying with the highest quality standard), and faster in delivery. Each of these stages has had its own managerial challenges. Further, the success of the cheaper-betterquicker mantra has led to very rapid growth; handling such growth has itself required great managerial skills. For example, the IT-BPO industry is expected to recruit about 400,000 people this year, with the bigger companies each adding tens of thousands of employees. The tasks of screening, selection, training and retention/motivation of such a massive number of new recruits is a managerial task of considerable complexity. There is also the challenge of retaining the organisation’s core values and culture, when about a third of the employees are new recruits. Managing a global work force is another facet that, though new, is being well handled.

Over the years, IT services and BPO sectors have evolved, adding more complex and mission-critical tasks. Product development and IP creation has grown, and new segments — like engineering services, remote infrastructure management, animation and gaming — have emerged. The evolution of the industry, in a very short period of time, and integrating a variety of professionals — researchers and creative people, for example — has required dexterous management.

Handling the recession and the back-lash against out-sourcing in the US a few years ago, creating a large-scale BPO sector, converting an economic slowdown in major markets into a growth opportunity for outsourcing: these were possible only because of nimble and resilient management.

India’s mobile telephony sector presents another instance of excellent management. The phenomenal growth of this industry has necessitated high quality management. While the challenges of growth are similar to those confronting the IT sector, a major difference is that the service providers in telecom have to deal directly with tens of millions of customers, and very widely dispersed operations. Simultaneously maintaining good service, growth and profitability, while tariffs are amongst the lowest in the world, is something that could not have been done without first-rate management.

India’s exceptional capabilities in management are, however, not limited to the high-tech or knowledgeeconomy sector. Reliance has provided proof of these skills in the execution of its large refinery and related infrastructure in Jamnagar. By all accounts, the whole project was executed at far lower cost and in much shorter duration than comparable projects anywhere in the world. At the broader level, Indian managers are now winning praise globally and are much in demand in organisations around the world. The IIMs are beginning to be as well-known as the IITs. Yet, such recognition is largely restricted to a few stars: barring a limited cognoscenti, the capability of Indian management is, as stated at the outset, yet a well-kept secret.

Amongst those who have not yet fully recognised the importance and potential of India’s managerial skills is the government. Organisations and programmes continue to be run by bureaucrats (rather than professional managers) and as bureaucratic operations. Where there are exceptions, the results are immediately visible — the Delhi Metro is a good example.

Areas like health, education, rural employment and slum development are hugely under (if not mis-) managed. Critical programmes like rural roads and highways are faltering (in both, the achievement so far is hardly 30% of the year’s target). Despite our rapid economic progress, health indicators continue to be shameful — amongst the worst in the world — and acute shortages of power are endemic. Many of the problems are attributable to poor management. There is an urgent need to find appropriate ways of tapping private-sector managerial talent for public purposes. This may need the creation of special organisation structures with implementation leveraged through financial allocations. Inclusion of this, in some form, in the Union budget would be a good start.
